CONSULTANTS FOR THE EVALUATION OF METHYL BROMIDE PROJECTS (SECOND PHASE)


The Multilateral Fund for the Implementation of the Montreal Protocol invites applications from qualified professionals for the second phase of the evaluation of methyl bromide projects.
 
Following the recommendations made in the desk study achieved during the first phase of the evaluation, a team of consultants will visit a sample of countries to collect data about the sustainability of the phase out of methyl bromide in countries that had methyl-bromide phase-out projects funded by the Multilateral Fund.

The first field visits will take place end of May 2012 while another series of visits will continue in September 2012. The duration of each field visit varies according to the complexity of the projects analysed (between few days to one full week).

The applicants are expected to have excellent knowledge of and experience in evaluation as well as solid technical background in one or several of the following sectors: horticulture, cut flowers, tobacco, post-harvest.

Consultant Web Developer

Introduction
 
The consultant’s tasks consist of performing application development duties for software systems following web development programming standards including: analysis, design, development, prototyping, testing, documentation, change control, and source code control. The consultants is responsible for developing new applications and maintaining existing applications, working alongside IT peers to implement integrated solutions that meet industry standard architecture and security requirements.
 
Summary of Function

The consultant will be expected to plan, research, architect, code, test and deploy various web development projects with minimal assistance. He/she should be able to quickly and accurately assess problems, evaluate options and implement appropriate solutions and strive for win-win situations where technical problems or computing solutions exist. The consultant will work on a variety of data source integration projects ranging in both size and scope.

 
Qualifications/requirements
 
Requires solid web development experience with OOP and C#.Net skills; Java, C++ or other OO based languages would be a plus Knowledge of Visual Studio ASP.Net, ADO.Net, and Web Services also required. The consultant is also advanced in programming/developing and has extensive knowledge of Object Oriented Programming Concepts.
  • A Bachelor's Degree in Computer Science, Computer Information Systems, Mathematics or a related Engineering discipline is preferred. 
  • 5+ years of Object Oriented Programming concepts (C#, ASP.NET, HTML,JavaScript, CSS, SQL Server, Sessions, Background Processes, Resource Allocation). 
  • 5+ years Service Oriented Architectures Knowledge of how to build an ASP.NET web application from the ground up, as well  as modify and build on existing code is essential.

The candidate should possess excellent written and verbal communication skills, documentation skills, attention to detail and strong creative problem solving skills.

CANDIDATES FOR EXPERTS ROSTER

The Multilateral Fund for the Implementation of the Montreal Protocol invites applications from qualified professionals with expertise in monitoring and evaluation and in technical areas relevant to the Fund’s activities for review and inclusion in its roster of experts.


Work experience in environmental sciences with focus on atmospheric sciences, environmental management, law, institutional strengthening, project implementation is required as well as in evaluation of projects and programmes.
Candidates with the requisite skills and experience will be included in the roster and considered for temporary, short-term assignments related to monitoring and evaluation activities.
