Requests for extension of and terminal reports of institutional strengthening projects

At its 61st Meeting the Executive Committee approved a revised format for institutional strengthening (IS) renewals with the identified objectives and indicators. This format should be used for requests for renewal of IS projects submitted to the 62nd Meeting of the Executive Committee and onwards.

A giant leap forward towards HCFC phase-out goal

Policies to enable developing countries to freeze, reduce and eventually eliminate their consumption of hydrochlorofluorocarbons (HCFCs), a group of chemicals that not only damage the ozone layer damage but also significantly contribute to climate change, were agreed this week in Montreal.   In developing the HCFC project guidelines that set out the eligibility and criteria for funding to enable countries to comply with the Montreal Protocol’s HCFC phase-out timetable, all members of the Multilateral Fund’s Executive Committee demonstrated their continuing determination and commitment to finding solutions.  Despite the complexity and technical nature of the protracted negotiations that took place over a number of its meetings, the Executive Committee once more proved that governments can come together and work out concrete means to address global environmental issues.

The Fund Secretariat  relocated its offices on 18 December 2009 from 1800 McGill College Avenue to 1000 de la Gauchetière Street West, Montreal, H3B 4W5. The Secretariat’s phone, fax numbers and email addresses will remain the same.

Iraq sets sights on compliance with international ozone protection treaty

At its 58th Meeting, the Executive Committee of the Multilateral Fund for the Implementation of the Montreal Protocol approved Iraq’s country programme strategy to eliminate substances that harm the ozone layer.  Iraq wants to eliminate ozone depleting substances (ODS) such as CFCs from its refrigeration and foam industries by 1 January 2010 in accordance with the target set under the Montreal Protocol, an international treaty set up to protect the ozone layer.

Executive Commitee approves US $27.5 million funding

At the 57th Meeting, the Executive Committee approved investment projects and work programme activities worth just over US $27.5 million for 84 developing countries to phase out ozone depleting substances including, in some cases, HCFCs.

56th Meeting approves 116 projects and activities for 65 countries

The 56th Meeting was not only the final Executive Committee meeting of 2008 but also the final of the 2006-2008 triennium.  High on the agenda was further work on the guidelines for costing of the accelerated phase-out of hydrochlorofluorocarbon (HCFC) consumption and production in a number of sectors.

Summary of 55th Meeting

At its 55th Meeting in July 2008 the Executive Committee of the Multilateral Fund approved US $36 million, plus support costs, for 169 projects and activities in 108 developing countries to fund the elimination of over 1,450 tonnes of substances that harm the earth’s ozone layer.  This funding included almost US $16.2 million for 101 countries for the preparation of plans to address the initial targets set-out in the accelerated timetable for HCFC phase‑out agreed by Parties to the Montreal Protocol in September 2007.

Multilateral Fund takes action to help countries accelerate their phase-out of HCFCs

The Executive Committee of the Multilateral Fund agreed at its 54th Meeting to immediately begin the preparation of plans that will assist developing countries eliminate their production and consumption of HCFCs.  This decision was taken less than seven months after the historic agreement in September 2007 to accelerate the phase-out of HCFCs, chemicals that not only damage the ozone layer but also contribute to global warming.

53rd Meeting of the Executive Committee

The 53rd Meeting of the Executive Committee, which took place in Montreal from 26 to 30 November 2007, was attended by the representatives of the 14 Executive Committee member Parties and by participants co-opted from twenty other countries (see attached list).   Mr. Philippe Chemouny of Canada presided over his final meeting as Chair of the Executive Committee for 2007.  The Vice-President of the Implementation Committee of the Montreal Protocol, the Deputy Executive Secretary of the Ozone Secretariat, representatives of the implementing agencies, the Co-Chair of the Technical and Economic Assessment Panel (TEAP), a representative of the Government of Romania and a representative of the Alliance for Responsible Atmospheric Policy, also attended the meeting.

Online submission of Country Programme data

At its 46th Meeting, the Executive Committee approved a revised reporting format for the implementation of country programmes to be used in 2006 to report the 2005 country programme implementation data.  Since April 2007 a web based data entry system based on the revised country programme format for use by national ozone units has been available.

Statement of the Chief Officer of the Multilateral Fund at the 24th Governing Council of UNEP

The Multilateral Fund: A culture of success.

The Multilateral Fund is the single largest Trust Fund within UNEP, with a total income of over US$ 2.1 billion as of November 2006. Donor countries have demonstrated their commitment to the objectives of the Montreal Protocol by paying around 90 percent of their pledged contributions to the Fund. With that, 83 % of projects approved by the Fund have been completed and technical assistance and capacity building has been provided to 141 developing countries. Most of these countries are currently in compliance with the Protocol.

36 developing countries receive funds to eliminate substances that harm the ozone layer

A further US $21 million has been provided from the Multilateral Fund to 36 developing countries to phase-out over 1,143 tonnes of ozone-depleting substances (ODS) such as CFCs, carbon tetrachloride, halons, and methyl bromide. The Multilateral Fund has a mandate to assist developing countries to comply with the timetable for the phase-out of ODS set by the Montreal Protocol.  Funds approved at the 49th Meeting of the Executive Committee ranged from between US $10.8 million to India to progress the gradual phase-out of production and consumption of carbon tetracholride, a common ozone-depleting solvent that was formerly used in large quantities in many cleaning applications, down to US $44,000 to provide additional institutional support for five Pacific Island Countries that are facing challenges to phase-out CFCs used in critical refrigeration servicing sector applications such as food preservation.

Multilateral Fund celebrates 15 years of success in Montreal, Quebec, Canada

The Multilateral Fund for the Implementation of the Montreal Protocol, the first United Nations Environment Programme body to be hosted by the Government of Canada, will hold a reception on Monday 10 July to celebrate the 15th anniversary of the establishment of its Secretariat in Montreal.

Representatives of the federal and provincial governments, the City of Montreal and Montreal International will gather with members of the Multilateral Fund’s Executive Committee as well as with representatives of other UN and international organisation to mark the event.

49th Meeting of the Executive Committee

The 49th Meeting of the Executive Committee will be held from 10-14 July 2006 in Montreal, Quebec.  The Meeting will be attended by representatives of the following countries that are members of the Executive Committee:  Brazil, Burundi, Guinea, India, Mexico, Syrian Arab Republic and Zambia (Article 5 countries) and Australia, Belgium Czech Republic, Italy, Japan, Sweden and the USA (non-Article 5 countries).

Multilateral Fund looks to 2007 and 2010 targets

The 48th Meeting of the Executive Committee of the Multilateral Fund for the Implementation of the Montreal Protocol met last week to plan its business for 2006, 2007 and 2008.   Conscious of the 2010 Montreal Protocol phase-out target for CFCs and halons, the two most commonly used ozone depleting substances (ODSs), the Committee decided to allocate a higher percentage of its triennial budget of US$470 million to years 2006 and 2007.

Multilateral Fund meeting opens in Montreal

The 48th Meeting of the Executive Committee of the Multilateral Fund for the Implementation of the Montreal Protocol was opened today by Mr. Khaled Klaly of the Syrian Arab Republic who is serving as Chair of the Executive Committee during 2006.  Mr. Klaly recalled that in 2006 the Multilateral Fund celebrates 15 years of “creating a real change for the environment” and he thanked the Government of Canada for its generous support in providing a home for the Multilateral Fund in Montreal. The Multilateral Fund is the first United Nations environment body to be hosted by the Government of Canada.

Building on success and facing the challenges ahead – the Multilateral Fund

The Multilateral Fund is dedicated to reversing the deterioration of the Earth's ozone layer.  Its success was highlighted this week at the meeting of the Fund’s Executive Committee in Montreal where it was reported that projects financed by the Fund have so far eliminated the annual consumption of 243,207 tonnes of ozone depleting substances (ODSs).

Multilateral Fund plans activities valued at US $244.5 million in 2005

2005 is an important year for the Multilateral Fund. The developing countries that the Fund supports are at the halfway mark in terms of the elimination of CFC and halon, ozone depleting substances (ODS) that harm the ozone layer.   Also, in 2005 the Fund aims to eliminate the largest amount of ODS ever namely 96,734 tonnes and  US $244.5 million’s worth of projects and activities were outlined in the business plans of the Fund’s implementing agencies.

CFC producers to shut down sooner than expected

China and Venezuela will cease production of chlorofluorocarbons (CFC) more than two years in advance of the deadline set by the Montreal Protocol.    The 17 year old Montreal Protocol which was set up to protect the earth’s ozone layer bans the production and supply of  CFCs and halons in developing countries beyond 1 January 2010.

Focus of Multilateral Fund set to shift

The extraordinary success of the Multilateral Fund and the Montreal Protocol was highlighted this week during the 43rd meeting of the Multilateral Fund's Executive Committee. The Fund was set up to assist developing countries to comply with the terms of the Montreal Protocol, an international agreement that sets out a timetable for the phase-out of ozone depleting substances in both developed and developing countries. Now that plans and funding are already in place for the elimination of all but some 18,000 tonnes of ozone depleting substances (ODS), developing countries are now well on track to meet the Protocol's 2005 and 2007 interim phase-out deadlines.

Extraordinary Meeting of the Parties to the Montreal Protocol

A three-day Extraordinary Meeting of the Parties to the Montreal Protocol will take place in Montreal, Canada from 24 to 26 March. The Parties will consider granting exemptions to 13 developed countries so that they can use the pesticide methyl bromide for certain "critical uses" after its phase-out date of 1 January 2005.

At the Fifteenth Meeting of the Parties to the Montreal Protocol the Executive Director of UNEP, Dr. Klaus Toepfer  announced that the UN Secretary-General decided to appoint Ms. Maria Nolan as the Chief Officer of the Multilateral Fund for the Implementation of the Montreal Protocol.
