The Funding Process

The Meeting of the Parties to the Protocol decides every three years on the replenishment of the resources available to the Multilateral Fund.  The Fund has so far been replenished four times. The first two replenishments were finalised after a study by UNEP and the Executive Committee. The recent replenishments were based on studies by the Technology and Economic Assessment Panel (TEAP) of the Montreal Protocol. The studies took into account primarily the need to facilitate compliance by the Article 5 Parties with the control measures of the Protocol. They also took into account many other factors such as the speed of implementation, use of the infrastructure built up and the need to keep up the momentum in those countries which implemented their reduction schedules for the ozone depleting substances faster than mandated

The most recent replenishment was in November 2005.  The Parties to the Montreal Protocol adopted areplenishment amounting to US $470.4 million for the triennium 2006-2008.  This brings the total funding so far  to well over US $2 billion for the period 1991-2008. 

These financial  resources are distributed on the basis of a three-year business plan prepared by the Secretariat to provide strategic management for the disbursement of these resources. It is drawn from the implementing agencies’ business plans, which include all projected activities for a given year, together with performance indicators, allowing them to provide the basis for monitoring and evaluation. In turn these plans are based on the information included in the country programmes. The final business plan for the Fund, which must be approved by the Executive Committee, sets out targets, in terms of  elimination of ozone depleting substances for each implementing agency and sector, for each year and for the whole three-year period.
