Decision 37/19

Having considered the comments and recommendations of the Sub-Committee on Project Review (UNEP/OzL.Pro/ExCom/37/22 paras. 16 and 17), the Executive Committee decided that, for RMPs in large volume consuming countries, interim steps should not be used in performance agreements unless the use of CFCs for manufacturing had been completely phased out, and that the agreement should result in complete phase out as if it were part of a national CFC phase out plan or a sector plan.
