Decision 46/16

Following a discussion on the request for a revision to the phase-out schedule of the methyl bromide project in Uruguay, in light of decision XV/44, and on the technical assistance programme for methyl bromide reductions in Africa, the Executive Committee decided:

1. In regard to the project to phase out CFCs used for the production of metered-dose inhalers in Cuba:
   1. To note the change of technology provider;
   2. To note also that the new completion date of the project was March 2008; and
   3. To commend the efforts of the Government of Cuba and UNDP in securing an alternative provider for the development of the non-CFC technology;
2. In regard to the project for the phase-out of methyl bromide in horticulture and cut flowers in Uruguay:
   1. To note the report containing the request to change the phase-out schedule;
   2. To approve the revised implementation schedule for the agreement between the Government of Uruguay and the Executive Committee contained in Annex III to the present report, on the understanding that the approval was subject to a possible decision by the Seventeenth Meeting of the Parties that would be consistent with the timetable in Annex III to the present report, and to note that approval of the revision was without prejudice to the Montreal Protocol’s mechanism for addressing non-compliance; and
   3. To note that, before the end of 2010, the Government of Uruguay and UNIDO would submit a full report on the implementation of the phase-out plan and that, at that time, Uruguay would consider the possibility of completing the phase-out of methyl bromide earlier than 2013;
3. In regard to the technical assistance programme for methyl bromide reduction and the formulation of regional phase-out strategies for low-volume-consuming countries in Africa:
   1. To note the progress report on the implementation of the technical assistance programme;
   2. To request UNDP to make every effort to achieve all the objectives proposed in the programme on time, and to submit a report to the 48^th Meeting on progress achieved so far; and
   3. Also to request UNDP to report to the 47^th Meeting on whether any of the countries covered by the technical assistance programme would be likely to be in non-compliance with their Protocol obligations.
