Decision 74/4

Based on the discussions, the Executive Committee decided:

1. To note:
   1. The report on tranche submission delays contained in document UNEP/OzL.Pro/ExCom/74/6;
   2. The information on tranche submission delays under multi-year agreements submitted by the Governments of France and Germany, and UNDP, UNEP, UNIDO and the World Bank;
   3. That 61 out of 96 activities related to tranches of HCFC phase-out management plans (HPMPs) due for submission had been submitted on time to the 74^th meeting and that nine of those tranches had been withdrawn after discussion with the Secretariat;
   4. That relevant implementing agencies had indicated no impact or unlikely impact on compliance resulting from the late submission of the tranches of HPMPs due for the first meeting of 2015 and that there had been no indication that any of those countries were in non-compliance with the 2013 freeze on HCFC consumption, except for:
      1. The Democratic People’s Republic of Korea, where the Parties to the Montreal Protocol noted with appreciation the submission by the Party of a plan of action to ensure its return to compliance with the Protocol’s HCFC consumption control measures in 2015 and production control measures in 2016, in line with decision XXVI/15;
      2. Guatemala, where the Parties had noted with appreciation the submission by the Party of a plan of action to ensure its return to compliance with the Protocol’s HCFC consumption control measures and its decision to reduce its HCFC consumption in 2014 below its allowable consumption by the excess amount consumed in 2013, in line with decision XXVI/16; and
2. To request the Secretariat to send letters on the decisions on tranche submission delays to the governments of the countries listed in Annex II to the present report.
