The Executive Committee decided to request the Secretariat:
- To continue informing members, by correspondence, of requests for observer status made by non-governmental organizations (NGOs) as long as the requests had been received at least one week ahead of the meeting of the Executive Committee in question; and
- That if no objections were received from members within three working days of receipt of the correspondence, the Secretariat should notify the NGOs that they had been permitted by the Executive Committee to attend the meeting as observers.
