Decision 87/20

The Executive Committee decided:

1. To note the progress report on implementation of the third (and final) tranche of stage II of the HCFC phase-out management plan (HPMP) for Uruguay and the report on implementation of the foam sector conversion project;
2. To approve, on an exceptional basis, the extension of the date of completion of stage II of the HPMP for Uruguay to 31 December 2022, given the delay in implementing phase-out activities owing to the coronavirus disease pandemic, and noting that no further extension of project implementation would be requested;
3. To note that the ban on imports of HCFC-141b contained in pre-blended polyols would be effective as of 1 January 2023;
4. To request UNDP to report to the 89th meeting on progress in implementation of the conversion of the foam enterprises and the availability of HFO/HFO-based polyurethane systems and their associated components; and
5. To request the Government of Uruguay and UNDP to submit a progress report on the implementation of the work programme associated with the final tranche and the project completion report to the first meeting of the Executive Committee in 2023.
