Decision 95/2

The Executive Committee decided:

1. To note:
   1. The report on balances and availability of resources contained in document UNEP/OzL.Pro/ExCom/95/4;
   2. That the net level of funds being returned by the implementing agencies at the 95th meeting was US $2,906,091, consisting of US $49,738, plus agency support costs of US $3,589, from UNDP; US $1,394,049, plus agency support costs of US $115,804, from UNEP; US $567,175, plus agency support costs of US $41,415, from UNIDO; and US $620,456, plus agency support costs of US $113,865, from the World Bank;
   3. That UNDP held balances of US $62,043, including agency support costs, for five projects completed over two years previously;
   4. That UNIDO held balances of US $2,339,326, including agency support costs, for six projects completed over two years previously, and US $95,945, including agency support costs, for three projects funded using the additional voluntary contributions made by a group of donor  countries to finance fast-start activities for the implementation of HFC phase-down;
   5. That UNEP was returning, at the 95th meeting, balances from stages I and II of the HCFC phase-out management plan (HPMP) and institutional strengthening project for Afghanistan in the amount of US $401,361, plus agency support costs of US $27,217, consisting of:
      1. US $28,453, plus agency support costs of US $3,699, from the fourth tranche of stage I of the HPMP (AFG/PHA/85/TAS/27);
      2. US $180,908, plus agency support costs of US $23,518, from the first tranche of stage II of the HPMP (AFG/PHA/85/TAS/29);
      3. US $192,000 from the extension of the institutional strengthening project (phase X) (AFG/SEV/87/INS/31);
   6. That the Government of Japan was returning, at the 95th meeting, US $2,600, including agency support costs, for one project;
2. To request:
   1. UNDP and UNIDO to proceed with disbursement or to cancel committed funds that were not needed for completed projects, and to return the associated balances at the 96th meeting;
   2. UNDP and UNIDO to proceed with disbursement or to cancel commitments for the projects completed over two years previously, and to return balances at the 96th meeting;
   3. UNIDO to proceed with disbursement or return, at the 96th meeting, the balances of the projects funded using the additional voluntary contributions;
   4. The Treasurer to transfer, at the 95th meeting, to UNIDO, for implementation, taking into account the funds returned by UNEP from the projects referred to in subparagraph (a)(v) above, the amount of US $401,361, plus agency support costs of US $32,283 consisting of:
      1. US $28,453, plus agency support costs of US $2,561, from the fourth tranche of stage I of the HPMP (AFG/PHA/85/TAS/27);
      2. US $180,908, plus agency support costs of US $16,282, from the first tranche of stage II of the HPMP (AFG/PHA/85/TAS/29); 
      3. US $192,000, plus agency support costs of US $13,440, from the extension of the institutional strengthening project (phase X) (AFG/SEV/87/INS/31); and
   5. The Treasurer to follow up with the Government of Japan on the return, in cash, of US $2,600 as per sub-paragraph (a)(vi) above.
