Having agreed to defer judgement on the proposed household refrigerator projects in the Philippines due to a lack of advance information, the Executive Committee decided that further consideration should be given to the role of cost-effectiveness thresholds in sectoral phase-out proposals, as well as to the issue of, and the provision of guidelines for, umbrella projects. It requested the implementing agencies and the Secretariat to prepare a paper on the subject.
