Decision 96/42

The Executive Committee decided:

1. To approve, in principle, stage I of the Kigali HFC implementation plan (KIP) for Lebanon for the period 2025–2032, to reduce HFC consumption by 15.0 per cent of the country’s baseline by 2029 and by 40.0 per cent by 2032, in the amount of US $4,809,229, plus agency support costs of US $336,646, for UNDP;
2. To note:
   1. That the Government of Lebanon would establish its starting point for sustained aggregate reductions in HFC consumption on the basis of guidance provided by the Executive Committee;
   2. That, once the Executive Committee had provided the guidance referred to in subparagraph (b)(i), above, reductions from the country’s remaining HFC consumption eligible for funding would be determined in line with that guidance;
   3. That the reductions from the country’s remaining HFC consumption eligible for funding, referred to in subparagraph (b)(ii), above, would be deducted from the starting point referred to in subparagraph (b)(i), above;
3. To note also:
   1. The strong commitment of the Government of Lebanon to support reductions in HFC consumption in advance of the Montreal Protocol targets;
   2. That, in line with decision 81/63, stage I of the KIP included an additional US $1,053,858, plus agency support costs of US $73,770, for UNIDO, related to the project approved at the 81st meeting to phase out 78.46 metric tonnes (mt) (112,198 carbon dioxide-equivalent (CO2-eq) tonnes) of HFC-134a and 34.08 mt (133,662 CO2-eq tonnes) of R-404A in the manufacture of domestic and commercial refrigeration equipment at Lematic Industries;
   3. That the Government of Lebanon would prohibit the import, manufacturing and sale of HFC-134a-based domestic refrigerators and R-410A-based residential air conditioners from 31 December 2027, and HFC-based small self-contained commercial refrigeration equipment with a charge size of less than 3 kg per unit from 31 December 2032;
   4. That the Government of Lebanon would submit no further requests for funding from the Multilateral Fund for any enterprise in the commercial refrigeration subsector for equipment with HFC consumption of less than 3 kg per unit, in line with decision 19/32(a);
4. To approve the Agreement between the Government of Lebanon and the Executive Committee for the reduction in consumption of HFCs in accordance with stage I of the KIP, contained in annex XXV to the present report; and
5. To approve the first tranche of stage I of the KIP for Lebanon, and the corresponding tranche implementation plan, in the amount of US $1,869,792, plus agency support costs of US $130,885, for UNDP.
