Decision 97/61

The Executive Committee decided: 

1. To approve, in principle, stage I of the Kigali HFC implementation plan (KIP) for Guinea-Bissau for the period from 2025 to 2029 to reduce HFC consumption by 10 per cent of the country’s average HFC consumption in the baseline years (17.48 per cent of the country’s baseline), in the amount of US $440,700, consisting of US $250,000, plus agency support costs of US $32,500, for UNEP and US $140,000, plus agency support costs of US $18,200, for UNIDO;
2. To note: 
   1. The strong commitment of the Government of Guinea-Bissau to support reductions in HFC consumption in advance of the Montreal Protocol targets; 
   2. That, on completion of the end-user project included in stage I of the KIP, UNIDO would submit a final report on the implementation of the project, including the HFC phase-out and energy-efficiency gains achieved, in line with decision 92/36(g); 
   3. That the Government of Guinea-Bissau would put in place a ban on the import and restrictions on the installation of domestic refrigerators based on HFC-134a and commercial refrigeration equipment based on R-404A, and a ban on the import of controlled substances in non-refillable cylinders by 1 January 2029; 
3. To approve the Agreement between the Government of Guinea-Bissau and the Executive Committee for the reduction in consumption of HFCs in accordance with stage I of the KIP, contained in annex LIII to the present report; and
4. To approve the first tranche of stage I of the KIP for Guinea-Bissau, and the corresponding tranche implementation plan, in the amount of US $189,275, consisting of US $129,500, plus agency support costs of US $16,835, for UNEP and US $38,000, plus agency support costs of US $4,940, for UNIDO.
