Decision 98/2

The Executive Committee decided:

1. To note:
   1. The report on balances and availability of resources contained in document UNEP/OzL.Pro/ExCom/98/4;
   2. That the net level of funds being returned by the implementing agencies at the 98th meeting was US $1,417,152, consisting of US $105,125, plus agency support costs of US $7,918, from UNDP; US $594,160, plus agency support costs of US $42,303, from UNEP; and US $620,860, plus agency support costs of US  $46,786, from UNIDO; 
   3. That UNDP held balances of US $686,476, including agency support costs, for nine projects completed over two years previously; 
   4. That UNIDO held balances of US $567,491, including agency support costs, for 11 projects completed over two years previously and US $91,402, including agency support costs, for one project funded from the additional voluntary contributions;
2. To request UNDP and UNIDO:
   1. To proceed with disbursement or to cancel committed funds that were not needed for completed projects and to return the associated balances at the 99th meeting; 
   2. To proceed with disbursement or to cancel commitments for the projects completed over two years previously, and to return balances at the 99th meeting; 
3. To request UNIDO to proceed with disbursement or return at the 99th meeting the balances of the project funded from the additional voluntary contributions;
4. To request the Treasurer:
   1. To offset, against future World Bank approvals at the 98th meeting, the balances from projects for Indonesia, in the amount of US $3,120,409, plus agency support costs of US $218,429, consisting of:
      1. US $1,089,609, plus agency support costs of US $76,273, from the Kigali HFC implementation plan (KIP) for the country (stage I, first tranche – domestic refrigeration manufacturing) (IDS/KIP/96/INV/227);
      2. US $1,779,900, plus agency support costs of US $124,593, from the KIP for the country (stage I, first tranche – servicing) (IDS/KIP/96/INV/228);
      3. US $250,900, plus agency support costs of US $17,563, from the KIP for the country (stage I, first tranche – project management unit) (IDS/KIP/96/INV/229); and
   2. To transfer to UNDP, at the 98th meeting, funding equal to the funds and agency support costs offset for the projects referred to in subparagraph (d)(i) above, for use in their implementation.
