Subsequently, the Executive Committee decided:

1. To note:
   1. The progress report on the implementation of the first tranche of stage I of the Kigali HFC implementation plan (KIP) for Mexico, including the information provided by the Government of Mexico, in line with decision 93/68(c)(vi), on the monitoring of HFC consumption to understand the extent to which consumption reported in the baseline years was representative of the local market’s needs assessment of future demand;
   2. The commitment of the Government of Mexico to reduce HFC consumption by 10 per cent of the country’s baseline by 2027, 20 per cent by 2028 and 30 per cent by 2029;
   3. That the Government of Mexico remained committed to further strengthening its quota and licensing system as a mechanism to harness the progressive reduction of HFC consumption in line with the actual needs of its user sectors;
   4. That 23,094,799 CO₂-equivalent tonnes of HFCs would be deducted from the starting point for sustained aggregate reductions in HFC consumption to be established on the basis of guidance provided by the Executive Committee;
2. In the light of the information referred to in subparagraph (a) above, to approve:
   1. The Agreement between the Government of Mexico and the Executive Committee for the reduction in consumption of HFCs in accordance with stage I of the KIP, contained in annex LXIV to the present report;
   2. The second tranche of stage I of the KIP for Mexico, and the corresponding 2026–2027 tranche implementation plan, in the amount of US $6,507,851, consisting of US $3,789,551, plus agency support costs of US $265,269, for UNIDO, US $2,053,265, plus agency support costs of US $143,729, for UNDP and US $227,795, plus agency support cost of US $28,242, for UNEP, on the understanding that the Treasurer would transfer the approved funds associated with the UNDP tranche only upon confirmation by the Secretariat that UNDP had signed the contracts with the two systems houses involved in the project and had submitted the first list of eligible downstream users included in the project, along with their HFC consumption; and
3. To request the Government of Mexico and UNDP, in line with decision 96/52(d), to provide the best available data on exports of HFCs contained in pre‑blended polyols for the years 2022–2024 along with the submission of the next tranche request.
