The Executive Committee agreed with the Sub-Committee’s view that it was important to have an overall picture of the cost effectiveness of a project as a whole, even if it was intended to implement it in stages, and accordingly decided to approve the Sub-Committee’s request to the implementing agencies to present projects as a whole, which in the refrigeration sector would comprise both a foam component and a refrigerant component (UNEP/OzL.Pro/ExCom/19/5, paras. 27-28).
