Having considered the comments and recommendations of the Sub-Committee on Project Review (UNEP/OzL.Pro/ExCom/27/13, para. 81), the Executive Committee decided to approve the requests for preparation of the country programme for Libya at the level of funding indicated in annex II to the present report [document UNEP/OzL.Pro/ExCom/27/48], with the understanding, based on a clarification given by the representative of UNIDO in the Sub-Committee on Project Review, that it was possible to travel to the country by land or sea, although not by air, to visit projects.
