Multi-phase, umbrella and terminal umbrella projects | Implementation delays and status reports

In the context of overcoming implementation delays, having considered the recommendation of the Sub‑Committee on Monitoring, Evaluation and Finance (UNEP/OzL.Pro/ExCom/28/4, para. 11), the Executive Committee decided to encourage cooperation between international implementing agencies and the national governments in Article 5 countries to develop umbrella projects and sector approaches. The responsibilities of the international implementing agencies would focus on consulting, monitoring and auditing project implementation by domestic implementing agencies.
