Having considered the comments and recommendations of the Sub-Committee on Project Review (UNEP/OzL.Pro/ExCom/38/14, paragraphs 18 to 20), the Executive Committee decided to urge implementing agencies to take all necessary measures to provide assistance to countries that were at risk in regard to their impending Montreal Protocol control obligations.
