Following a discussion in which two members expressed the view that they would have preferred the more cautious approach of a two-stage process, the Executive Committee decided:
- To approve, in principle, the national phase-out plan for Afghanistan, at the amount of US $1,065,806 plus agency support costs of US $138,555 for the Government of Germany and UNEP;
- To approve the draft agreement between the Government of Afghanistan and the Executive Committee contained in Annex VIII to the present report; and
- To approve funding for the first tranche of the phase-out plan at the amount of US $118,438 plus support costs of US $15,397 for the Government of Germany and US $305,000, plus support costs of US $39,650 for UNEP.
