Following a discussion, and informal consultations, a draft agreement was prepared and agreed with Saudi Arabia through UNIDO. This draft agreement changed the project into a performance based phase-out plan taking into account the issues raised regarding compliance. Subsequently, the Executive Committee decided:
- To approve, in principle, the national phase-out plan (NPP) for Saudi Arabia at the amount of US $1,835,000 plus agency support costs of US $107,250 for UNIDO and US $52,650 for UNEP on the understanding that approval was without prejudice to the operation of the Montreal Protocol’s mechanism for addressing non-compliance;
- To approve the agreement between the Government of Saudi Arabia and the Executive Committee for the implementation of the NPP as contained in Annex XXIV to the present report;
- To urge UNEP and UNIDO to take full account of the requirements of Executive Committee decisions 41/100 and 49/6 during the implementation of the NPP;
- To approve the biennial implementation plan for the years 2008 and 2009; and
- To approve the first tranche of the plan at the level of funding indicated in Annex IV to the present report.
