Decision 56/4

The Executive Committee decided:

1. To note:
   1. With appreciation the status reports on projects with implementation delays submitted to the Secretariat by the Governments of Canada, France, Germany, Japan, Spain, and the four implementing agencies, and the 2007 progress reports provided by the Governments of Finland, Japan and Switzerland addressed in document UNEP/OzL.Pro/ExCom/56/6;
   2. The completion of 15 of the 54 projects listed with implementation delays;
   3. That the Secretariat and the implementing agencies would take established actions according to the Secretariat’s assessments (progress or some progress) and report to and notify Governments and implementing agencies as required;
   4. The cancellation of the sectoral phase-out programme: establishing a regional halon bank for West and Central Africa (Benin, Burkina Faso, Cameroon, Congo, Democratic Republic of the Congo, and Guinea) (AFR/HAL/37/TAS/31) (UNDP);
   5. With appreciation the comments received from 31 countries on the risk indicators;
   6. With appreciation, that 83 countries had thus far indicated their confidence that they would comply with the control measures of the Montreal Protocol after having reviewed the risk assessment, and to request the Fund Secretariat to continue to update the assessment based on the other risk indicators given the overall consensus on their application and obtain feedback from the countries;
2. That Parties would be given the opportunity to comment on the risk indicators up until the 57^th Meeting;
3. That the indicators would remain in operation pending reconsideration at the 57^th Meeting after responses had been received from all countries concerned with regard to the risk assessment;
4. To adopt a milestone of project completion and deadline of 24 December 2008 for the project for the phase-out of ODS in the manufacture of flexible slabstock foam through the use of LCD blowing technology at Esfanj Shirvan Co. in Islamic Republic of Iran (IRA/FOA/37/INV/149) (UNIDO); and
5. To request status reports on the projects listed in Annex III to [document UNEP/OzL.Pro/ExCom/56/64].
