Recalling the special situation of Iraq as a new Party to the Montreal Protocol and its potential difficulties in achieving the complete phase-out of Annexes A and B substances, as discussed by the Parties to the Montreal Protocol at their Twentieth Meeting, the Executive Committee decided to approve the project for the conversion from CFC-11 to methylene chloride in the production of flexible slabstock foam at Al Hadi Co., at a total cost of US $126,457, plus agency support costs of US $11,381 for UNIDO, without prejudice to the non-compliance mechanism of the Montreal Protocol, and on the understanding that no other project for the phase-out of CFCs in the foam sector would be approved for Iraq outside the national phase-out plan.
