Cost considerations surrounding financing HCFC phase-out including guidelines

The Executive Committee decided to set the cost-effectiveness threshold for rigid insulation refrigeration foam at US $7.83/kg with a maximum of up to 25 per cent above this threshold for low-‑global warming potential alternatives.
