Decision 62/4

The Executive Committee decided:

1. To note:
   1. The status of implementation of delayed projects and prospects of Article 5 countries in achieving compliance with the next control measures of the Montreal Protocol, as contained in documents UNEP/OzL.Pro/ExCom/62/6 and UNEP/OzL.Pro/ExCom/62/6/Add.1;
   2. With appreciation, the status reports on projects with implementation delays submitted to the Fund Secretariat by the Governments of Australia, Canada, France, Italy, Japan, and the four implementing agencies, addressed in documents UNEP/OzL.Pro/ExCom/62/6 andUNEP/OzL.Pro/ExCom/62/6/Add.1;
   3. The completion of three of the 34 projects listed with implementation delays;
   4. That the Fund Secretariat and the implementing agencies would take established actions according to the Fund Secretariat’s assessments (progress or some progress) and report to and notify governments and implementing agencies as required;
2. To request:
   1. Additional status reports on the projects listed in Annexes II and III to the present report;
   2. That letters of possible cancellation be sent in respect of the following projects:
      1. The elimination of CFCs in the domestic refrigerator manufacturing plant of Neba, S.A. in Argentina (ARG/REF/18/INV/39), implemented by the World Bank; and
      2. The sub-regional project on harmonization of legislative and regulatory mechanisms to improve monitoring and control of ODS consumption in English-speaking Africa (AFR/SEV/45/TAS/33), implemented by UNEP;
   3. The Governments of Israel, Portugal and Spain to provide their implementation delay reports to the 63^rd meeting of the Executive Committee;
3. To note the possible cancellation of the renewal of the institutional strengthening project (phase II) in Brunei Darussalam (BRU/SEV/43/INS/05), implemented by UNEP, if the project document had not been signed by the 63^rd meeting, with the possibility of resubmission when the Government was in a position to sign a project document;
4. To request additional information from the lead agency of HCFC phase-out management plans on the application of licensing systems to the importation of HCFC‑containing equipment and to continue requesting reports on those countries that had not taken the 2007 adjustments to the HCFC control measures into account;
5. To note the cancellation of the chiller project in the Caribbean (LAC/REF/47/DEM/36) if no additional chillers had been identified for inclusion in the project by the 63^rd meeting;
6. To request UNEP and Germany to provide to the 63^rd meeting information on the status of actions undertaken to obtain co-financing for the countries for which such information had not been provided according to the categories used in table 14 of document UNEP/OzL.Pro/ExCom/62/6/Add.1; and
7. Also to request UNDP, UNIDO and the World Bank to update the information they had provided to the 62nd meeting on the status of actions undertaken to obtain co‑financing, as appropriate, for submission to the 63^rd meeting.
