Decision 64/46

The Executive Committee decided:

1. To approve, in principle and on an exceptional basis, stage I of the HCFC phase‑out management plan (HPMP) for Trinidad and Tobago for the period 2011 to 2020 to meet the 35 per cent reduction in HCFC consumption, at the amount of US $1,462,733 plus agency support costs of US $109,705 for UNDP, on the understanding that:
   1. US $1,288,933 were provided to address HCFC consumption in the refrigeration servicing sector to reach up to and include the 35 per cent reduction in 2020 in line with decision 60/44; and
   2. US $173,800 were provided for the investment component for the phase‑out of 2.5 ODP tonnes of HCFC-141b used in the foam manufacturing sector;
2. To note that the Government of the Trinidad and Tobago had agreed to establish as its starting point for aggregate reduction in HCFC consumption an estimated baseline of 46.2 ODP tonnes, calculated using actual consumption of 38.0 ODP tonnes and 54.5 ODP tonnes reported for 2009 and 2010, respectively, under Article 7 of the Montreal Protocol;
3. To deduct 17.9 ODP tonnes of HCFCs from the starting point for sustained aggregate reduction in HCFC consumption;
4. To approve the draft Agreement between the Government of the Trinidad and Tobago and the Executive Committee for the reduction in consumption of HCFCs, as contained in Annex XXVI to the present report;
5. To request the Secretariat, once the baseline data were known, to update Appendix 2‑A to include the Agreement with the figures for maximum allowable consumption, and to notify the Executive Committee of the resulting change in the levels of maximum allowable consumption accordingly; and
6. To approve the first implementation plan for 2011-2012, and the first tranche of the HPMP for the Trinidad and Tobago at the amount of US $559,900 plus agency support costs of US $41,993 for UNDP.
