Decision 65/10

The Executive Committee decided:

National phase-out plans (NPPs) and terminal phase-out management plans (TPMPs)

1. To request the relevant bilateral and implementing agencies to submit to the 66^th meeting complete progress reports on the implementation of the NPPs and TPMPs due, as per specific decisions taken between the 59^th and 64^th meetings, but not yet submitted.
2. With regard to Afghanistan:
   1. To note the verification report on the 2009 and 2010 audit of ODS consumption in Afghanistan;
3. With regard to Ecuador:
   1. To note the 2010 progress report on the implementation of the national CFC phase-out plan (NPP) for Ecuador;
   2. To request UNEP and UNIDO to expedite the completion of the remaining activities under the NPP, noting that they would assist Ecuador to sustain zero consumption of CFCs and facilitate the phase-out of HCFCs, and to report to the Executive Committee at its 67^th meeting on the completion of the implementation of the NPP; and
   3. To request UNEP to submit the verification reports on the 2009 and 2010 CFC consumption of Ecuador no later than the 67^th meeting;
4. With regard to Egypt:
   1. To note the 2010 progress report on the implementation of the national CFC phase-out plan (NPP) for Egypt; and
   2. To request UNIDO to submit the independent consumption verification report for the years 2009 and 2010 no later than the 67^th meeting of the Executive Committee, together with a timetable for completion of the remaining activities in the NPP;
5. With regard to the Philippines:
   1. To note the progress report on the implementation of the national CFC phase‑out plan (NPP) for the Philippines for the period 2003-2011 and the verification report on the CFC consumption for 2008;
   2. To note that the grant agreement between the World Bank and the Government of the Philippines had closed on 30 June 2011;
   3. To request the World Bank to return the remaining balance of the NPP to the 66^th meeting;
   4. To further note the request by the Government of the Philippines to select UNEP as the implementing agency for the additional activities needed to ensure the sustainability of the NPP and the CFC phase-out; and
   5. To request the Government of the Philippines, with the assistance of UNEP, to submit a verification report on the CFC consumption for 2009 and 2010, and an implementation plan for 2012-2013 for the remaining funds under the NPP to the 66^th Meeting;
6. With regard to Tunisia:
   1. To note the submission of the verification report on the consumption of CFCs and halons for 2008 and 2009 and the annual progress report for 2010 and the first half of 2011 on the implementation of the national ODS phase-out plan (NPP) for Tunisia;
   2. To approve the biennial implementation plan for the NPP, as modified, for the remainder of 2011 and 2012; and
   3. To request the World Bank to submit a verification report on consumption of CFCs and halons for 2010 to the 67^th meeting;

Methyl bromide phase-out plans

7. With regard to Guatemala:
   1. To note the progress report on the implementation of the national phase-out plan for methyl bromide (phase II, first tranche);
   2. To urge the Government of Guatemala, with the assistance of UNIDO, to speed up the implementation of the first tranche (phase II) of the phase-out plan; and
   3. To request UNIDO to submit a progress report on the implementation of the national phase-out plan for methyl bromide no later than the 68^th meeting;
8. With regard to Honduras:
   1. To note the progress report on the implementation of the national phase-out plan for methyl bromide in Honduras;

Sector phase-out plans

9. With regard to China:
   1. To note the status report on the implementation of the approved annual programmes for 2009 up to June 2011 in the polyurethane foam sector plan, submitted by the World Bank on behalf of the Government of China;
   2. To request the Government of China and the World Bank to report to the Fund Secretariat at the 66^th meeting on the status of the legal issue with respect to the transportation of halons from dismantled fire protection equipment and systems, in the context of additional status reports under the agenda item on the status of delays and compliance;
   3. To note the submission of four reports by the World Bank, on behalf of the Government of China, related to production and consumption of ODS in process agent uses; and
   4. To request the World Bank:
      1. To provide an independent verification of consumption and production of CTC for controlled uses in 2010, which should, as a minimum, verify the set-up of the monitoring system and the quality of the information provided through the system;
      2. To carry out site visits to the relevant enterprises not yet visited and revisit a sample of those already visited in order to gather the necessary data for the verification report; and
      3. To submit the related report no later than eight weeks prior to the 67^th meeting;
10. With regard to India:
    1. To note the verification of CTC production and consumption in India for the year 2010;
    2. To note that, in the verification, the use of CTC for vinyl chloride monomer (VCM) production had been classified as feedstock from the beginning of 2005, while in 2007 the use of CTC in the production of VCM had already been classified as a process agent application by the Nineteenth Meeting of the Parties to the Montreal Protocol (decision XIX/15);
    3. To request the World Bank to ask the Government of India to update accordingly the CTC consumption data for 2008 to 2010 reported to the Ozone Secretariat under Article 7 of the Montreal Protocol;
    4. To request the World Bank to coordinate with the Government of India to investigate to what degree the quantities of CTC destroyed in 2008, 2009 and 2010 would offset the quantities of CTC used as process agent for the production of VCM in 2008, 2009 and 2010, and to provide a related report to be submitted no later than eight weeks before the 66^th meeting;
    5. To request the World Bank to provide a report on the implementation of the CTC phase-out plan for the consumption and production sectors during the year 2010 in time for the 66^th meeting and, if applicable, a revision of the planned activities; and
    6. To request the Secretariat to inform the Executive Committee on progress at the 66^th meeting, under the agenda item on Special reporting requirements.

HCFC demonstration and investment projects

11. With regard to China:

Conversion from HCFC-141b-based to cyclopentane-based pre-blended polyol in the manufacture of rigid polyurethane foam at Guangdong Wanhua Rongwei Polyurethane Co., Ltd.

1. To note the progress report on conversion from HCFC-141b-based to cyclopentane-based pre-blended polyol in the manufacture of rigid polyurethane foam at Guangdong Wanhua Rongwei Polyurethane Co., Ltd., submitted by the World Bank;
2. To approve the request for the replacement of the downstream enterprise Zhongshan Jinli Refrigeration Equipment Manufacturing Co., Ltd., by Guangdong Vanward New Electric Co., Ltd., as requested by the Government of China;
3. To request the Government of China and the World Bank to submit a final progress report to the Executive Committee once the demonstration project had been completed, including conversion of the four downstream foam enterprises;

Conversion from HCFC-141b-based to HFC-245fa-based spray polyurethane foam at Harbin Tianshuo Building Materials Co.

4. To note the progress report on the project for the conversion from HCFC‑141b‑based to HFC-245fa-based spray polyurethane foam at Harbin Tianshuo Building Materials Co., submitted by the World Bank;
5. To request the Government of China and the World Bank to submit a final progress report to the Executive Committee once the demonstration project had been completed;

Conversion of the foam part of Jiangsu Huaiyin Huihuang Solar Co., Ltd. from HCFC-141b to cyclopentane

6. To note the progress report on conversion of the foam part of Jiangsu Huaiyin Huihuang Solar Co., Ltd. from HCFC-141b to cyclopentane, submitted by the World Bank;
7. To request the Government of China and the World Bank to submit a final progress report to the Executive Committee once the demonstration project had been completed.

Chiller replacement projects

12. To note the submission of a progress report on the World Bank’s “Global chiller replacement project”;
13. To include Argentina as one of the beneficiary countries under the global chiller project, with conditions identical to those specified in decisions 46/33 and 47/26; and
14. To request UNDP and UNIDO to submit progress reports on the implementation of chiller projects not yet completed to the 66^th meeting, including information on co‑funding, as well as on the remaining chillers and those already converted for each of their activities and on the climate impact of the chosen alternatives.
