Decision 71/49

Based on the report from the facilitator of the Sub-group on the Production Sector the Executive Committee decided:

1. To note the revised draft Agreement between the Government of China and the Executive Committee for the phase-out of production of HCFCs (HPPMP) as contained in Annex I of document UNEP/OzL.Pro/ExCom/71/63;
2. To agree a penalty for exceeding agreed production limits of US $1.73 per kg/year;
3. To agree a penalty for redirection of production for controlled uses to production for feedstock of US $0.15 per kg/year; and
4. To approve the Agreement between the Government of China and the Executive Committee for the HPPMP, contained in Annex XXVI to the present report.
