The Executive Committee decided:
- To approve the template for draft Agreements for stage II of HCFC phase-out management plans contained in Annex XIX to the present report; and
- To allow flexibility to modify the Agreement between a Government and the Executive Committee in cases where a country was proposing total HCFC phase-out.
