Decision 78/4

Following a discussion, the Executive Committee decided:

1. To request the Secretariat to prepare a document providing draft guidelines on enabling activities for consideration by the Executive Committee at its 79^th meeting, taking into account the discussions on the matter at the 78^th meeting; and
2. To consider increasing funding for institutional strengthening at a future meeting in accordance with paragraph 20 of decision XXVIII/2.
