Decision 81/51

The Executive Committee decided:

1. To note the progress report on implementation of the second tranche of stage I of the HCFC phase-out management plan (HPMP) for Suriname;
2. To request UNEP to provide an update at the 83^rd meeting on the steps taken by the Government of Suriname to strengthen the HCFC licensing and monitoring system, addressing the issues identified in the review of the HCFC verification report by the Secretariat;
3. To approve the third tranche of stage I of the HPMP for Suriname, and the corresponding 2018-2020 tranche implementation plan, in the amount of US $71,160, consisting of US $35,000, plus agency support costs of US $4,550 for UNEP, and US $29,000, plus agency support costs of US $2,610 for UNIDO, on the understanding:
   1. That funding under the last tranche of stage I of the HPMP for Suriname would be considered only after the Government of Suriname had addressed all the issues identified in the verification report and implemented the relevant actions, thereby strengthening the import/export licensing and quota systems; and
   2. That, if Suriname were to decide to proceed with retrofits and associated servicing to flammable and toxic refrigerants in refrigeration and air‑conditioning equipment originally designed for non-flammable substances, it would do so assuming all associated responsibilities and risks, and only in accordance with the relevant standards and protocols.
