Decision 90/23

The Executive Committee decided:

1. To note the report on status of implementation of activities in the 16 Article 5 countries for which extension of the completion dates of the related HCFC phase-out management plans (HPMPs) beyond 31 December 2022 was requested pursuant to decision 88/29(b), contained in document UNEP/OzL.Pro/ExCom/90/9;
2. To note also that stage I of the HPMP for Jamaica would be completed by 30 June 2022;
3. To allow, on an exceptional basis, continued implementation of the outstanding activities related to the HPMPs for the following countries, and to request the relevant implementing agencies to submit a detailed implementation plan with the requests for the remaining tranches by the following dates:
   1. At the 91^st meeting, for stage I of the HPMPs for Barbados (UNEP), the Congo (UNEP), South Africa (UNIDO) and Suriname (UNEP and UNIDO), and for stage II of the HPMP for the Bolivarian Republic of Venezuela (UNIDO);
   2. No later than at the last meeting of 2023, for stage I of the HPMPs for Dominica (UNEP) and Saint Kitts and Nevis (UNEP), on the understanding that no additional funding requests for new stages of HPMPs and HFC project activities would be submitted until after operational completion of the stage I of the HPMPs;
4. To approve the extension, on an exceptional basis, of the completion dates of stage I of the HPMPs for the following countries, on the understanding that no further extension would be requested:
   1. Botswana (UNEP and UNIDO), to 31 December 2022, to allow for completion of the remaining activities relating to training of customs officers and refrigeration and air-conditioning servicing technicians;
   2. Zambia (UNEP and UNIDO), to 30 June 2023, to allow for completion of the pending activities relating to equipment procurement and delivery; and
5. To allow, on an exceptional basis, UNEP to continue implementation of the outstanding activities related to stage I of the HPMPs for Haiti, Mali and South Sudan, and to request UNEP to submit at the 91^st meeting a report on the status of their implementation as part of the UNEP progress report in line with decision 88/29(b)(ii).
