Decision 95/40

The Executive Committee decided:
 

1. To note:
   1. The progress report on the implementation of the first and second tranches of stage I of the HCFC phase-out management plan (HPMP) for Algeria;
   2. That the second line manufacturing air-conditioning units at Spa Condor Electronics was not eligible for funding under the Multilateral Fund for a conversion to HFC-32 in the context of HFC phase-down once the country had ratified the Kigali Amendment;
   3. That the revised starting point for sustained aggregate reductions in HCFC consumption was 67.48 ODP tonnes, based on the revised baseline for compliance of 62.12 ODP tonnes, calculated using the actual consumption of 60.35 ODP tonnes and 63.88 ODP tonnes reported for 2009 and 2010, respectively, under Article 7 of the Montreal Protocol, and approved at the Twenty-Fourth Meeting of the Parties under decision XXIV/16, plus 5.36 ODP tonnes of HCFC-141b contained in imported pre-blended polyols;
   4. That the Fund Secretariat had updated the Agreement between the Government of Algeria and the Executive Committee, as contained in annex XXVII to the present report, specially paragraph 1 and Appendices 1-A and 2-A, to reflect the revised starting point for sustained aggregate reductions in HCFC consumption and the revised baseline and to remove the funding associated with the third and fourth tranches of the HPMP, and paragraph 16, which had been added to indicate that the updated Agreement superseded that reached at the 66th meeting (decision 66/41);
2. To deduct 0.79 ODP tonnes of HCFC-22 from the remaining HCFC consumption eligible for funding; and
3. To extend the date of completion of stage I of the HPMP for Algeria to 1 July 2025.
