Decision 96/41

The Executive Committee decided: 

1. To approve, on an exceptional basis, and without setting a precedent, the amount of US $3,120,409, plus agency support costs of US $218,429, for the World Bank to support the activities included in the implementation plan for the first tranche of stage I of the Kigali HFC implementation plan (KIP) for Indonesia, as listed in table 17 of document UNEP/OzL.Pro/ExCom/96/42, on the understanding that the funding would be incorporated into stage I of the KIP when the full stage I of the KIP was considered for approval by the Executive Committee;
2. To note:
   1. That 943,064 carbon dioxide-equivalent (CO2-eq) tonnes would be deducted from the starting point for sustained aggregate reductions in HFC consumption once it had been established;
   2. That an additional reduction of up to 5,163,613 CO2-eq tonnes associated with stockpiled HFCs that had been imported into the country during the baseline years for use in subsequent years would also be deducted from the starting point referred to in subparagraph (b)(i), above;
   3. That the Government of Indonesia had committed to a sustained maximum allowable consumption of 21,033,649 CO2-eq tonnes in 2025, 21,033,649 CO2 eq tonnes in 2026 and 19,397,698 CO2-eq tonnes in 2027;
   4. That the Government of Indonesia would submit its proposal for the full stage I of its KIP by 2027;
3. To note also the commitment of the Government of Indonesia, by 1 January 2029:
   1. To ban the manufacture and import of HFC-based domestic refrigerators;
   2. To ban the manufacture and import of HFC-based stand-alone commercial refrigeration equipment;
   3. To ban the manufacture, installation and import of HFC-125-based fire-suppression equipment;
   4. To prohibit the manufacture and import of residential air conditioners and light commercial air-conditioning equipment based on refrigerants with a global warming potential (GWP) greater than 700; and
   5. To limit the manufacturing and import of ultralow temperature freezers based on HFC-23 to the average manufacturing output of such equipment in the period 2020 2022, if any, and to allow only the manufacturing and import of ultralow temperature freezers based on refrigerants with a GWP of 1,400 or less once that limit had been reached.
