Decision 96/43

The Executive Committee decided: 

1. To approve, in principle, stage I of the Kigali HFC implementation plan (KIP) for Morocco for the period 2025–2030, to reduce HFC consumption by 30 per cent of the country’s baseline, in the amount of US $1,271,325, plus agency support costs of US $88,993, for UNIDO;
2. To note that the Government of Morocco had submitted to the Ozone Secretariat a request to revise the HFC baseline, for consideration by the Implementation Committee;
3. To note also:
   1. That, in line with decision 95/68, stage I of the KIP included an additional US $352,985, plus agency support costs of US $24,709, for UNIDO related to the project approved at the 95th meeting to phase out 25.65 metric tonnes (36,684 carbon dioxide-equivalent tonnes) of HFC-134a through the conversion of manufacturing lines at the enterprise Manar;
   2. That the Government of Morocco would establish its starting point for sustained aggregate reductions in HFC consumption on the basis of guidance provided by the Executive Committee;
   3. That, once the Executive Committee had provided the guidance referred to in subparagraph (c)(ii), above, reductions from the country’s remaining HFC consumption eligible for funding would be determined in line with that guidance;
   4. That the reductions from the country’s remaining HFC consumption eligible for funding referred to in subparagraph (c)(iii), above, would be deducted from the starting point referred to in subparagraph (c)(ii), above;
4. To approve the Agreement between the Government of Morocco and the Executive Committee for the reduction in consumption of HFCs in accordance with stage I of the KIP, contained in annex XXVI to the present report;
5. To request the Fund Secretariat, in the event that the country’s baseline was revised, to update Appendix 2-A of the Agreement relating to the HFC consumption limits under the Montreal Protocol and HFC agreement targets for stage I of the KIP to include the revised figures for maximum allowable consumption, for consideration by the Executive Committee at its 97th meeting;
6. To request the Government of Morocco to submit stage II of the KIP in 2028 for consideration by the Executive Committee; and
7. To approve the first tranche of stage I of the KIP for Morocco, and the corresponding tranche implementation plan, in the amount of US $537,350, plus agency support costs of US $37,614, for UNIDO.
