Decision 97/63

Subsequently, the Executive Committee decided: 

1. To approve, in principle, stage I of the Kigali HFC implementation plan (KIP) for Mongolia for the period from 2025 to 2029 to reduce HFC consumption by 10 per cent of the country’s baseline, in the amount of US $152,550, consisting of US $116,500, plus agency support costs of US $15,145, for UNEP and US $18,500, plus agency support costs of US $2,405, for UNIDO;
2. To note:
   1. That, as Mongolia had issued HFC import licenses totalling 83,036 CO2-equivalent tonnes in 2025 under extraordinary circumstances, which might have led the party to exceed significantly its consumption limit under the Montreal Protocol, approval of stage I of the KIP for the country was on an exceptional basis, recognizing Mongolia as a party listed under decision XXXV/16, on addressing the impacts of the COVID-19 pandemic on HFC baseline consumption for certain parties, of the Thirty-Fifth Meeting of the Parties;
   2. The commitment of Mongolia not to issue additional HFC import licenses in 2025 and to comply with its Montreal Protocol control limits in subsequent years;
3. To approve the Agreement between the Government of Mongolia and the Executive Committee for the reduction in consumption of HFCs in accordance with stage I of the KIP, contained in annex LIV to the present report; and
4. To approve the first tranche of stage I of the KIP for Mongolia, and the corresponding tranche implementation plan, in the amount of US $91,530, consisting of US $62,500, plus agency support costs of US $8,125, for UNEP and US $18,500, plus agency support costs of US $2,405, for UNIDO.
