Subsequently, the Executive Committee decided to approve the project to enhance energy efficiency in the manufacturing of domestic refrigerators, chest freezers and residential air conditioners in Egypt, in the amount of US $16,004,281, plus agency support costs of US $1,120,300, for UNIDO, noting:
- That the Government of Egypt had committed to ensuring that the enterprises participating in the project would continue to manufacture energy-efficient products after the date of completion of the project and in line with decision 94/60 of the Executive Committee according to the conditions referred to in subparagraphs (i) to (vii) below:
- In line with paragraph 36 of document UNEP/OzL.Pro/ExCom/94/61, ensure that project implementation was operationally completed no later than 36 months from the date of approval and return the funding relating to the additional component costs and any other remaining balances that had not already been obligated if the project was not completed within 36 months;
- In line with paragraph 37 of document UNEP/OzL.Pro/ExCom/94/61, monitor the energy-efficiency performance of the products covered under the project for a period of two years from the date of completion of the project with support from UNIDO, and confirm that the enterprises were making their best efforts to continue to improve the energy efficiency of the products beyond the project implementation duration;
- In line with paragraph 38 of document UNEP/OzL.Pro/ExCom/94/61, ensure the periodic upgrading of regulations on minimum energy performance standards, labelling programmes and awareness and outreach activities to ensure that the target energy-efficiency levels under the project for the equipment were publicized among different stakeholders; and take steps to implement regulations to ensure that the manufacturing, import and sale of the equipment at least achieved the target energy-efficiency performance levels, at the latest three years after the date of completion of the project;
- Implement awareness and outreach initiatives to publicize the activities undertaken under the project including implementation timelines for minimum energy performance standards for domestic refrigerators, chest freezers and residential air-conditioners, including coordination with stakeholders and alignment with other national or regional programmes promoting energy-efficient refrigeration, air-conditioning and heat-pump technologies;
- To the extent feasible, introduce and implement other complementary policies and measures that promoted the adoption of energy-efficient equipment in refrigeration and air-conditioning applications, ensuring long-term sustainability for project beneficiaries;
- Ensure timely implementation both of the projects in stage I of the Kigali HFC implementation plan and of the proposed energy-efficiency initiatives in the refrigeration, air-conditioning and heat-pump sector, in accordance with agreed timelines, policies and regulatory frameworks;
- Submit a detailed report on the implementation of the project, including the additional capital and component costs incurred for the models covered in the project, the energy-efficiency gains accrued and challenges faced while implementing the project;
- That the Government of Egypt had committed to revising the minimum energy performance standards for domestic refrigerators, chest freezers and air conditioners by 1 January 2030 with a view to achieving at least the levels specified in the United for Energy (U4E) 2019 and 2021 model regulations for relevant equipment;
- That the project would be operationally completed no later than December 2028, and that a detailed project report would be submitted to the Executive Committee within six months of the date of completion of the project;
- That, after the submission of the report referred to in subparagraph (c) above, the Government of Egypt, through UNIDO, would submit to the last meeting of the year an update on the status of its revision of the minimum energy performance standards for domestic refrigerators, chest freezers and air conditioners, until the minimum energy performance standards achieved at least the levels specified in the U4E 2019 and 2021 model regulations for relevant equipment; and
- That, if the Government did not comply with the conditions specified in subparagraphs (a)(i) to (vii) above, the Executive Committee would take that into account when considering future projects submitted by Egypt not related to compliance.
