Subsequently, the Executive Committee decided to approve the pilot project to enhance energy efficiency in the domestic refrigeration manufacturing sector in the context of HFC phase-down for Morocco, in the amount of US $1,234,756 plus agency support costs of US $86,433 for UNIDO, noting:
- That the agreed funding of US $1,234,756, plus agency support costs of US $86,433 for UNIDO, would be allocated to the funding window approved under decision 96/40, including US $50,000 plus agency support costs of US $3,500 for UNIDO, associated with further upgrades to the local laboratory for testing of refrigeration and air-conditioning appliances with flammable refrigerants;
- That, in line with paragraph 37 of document UNEP/OzL.Pro/ExCom/94/61, the enterprise committed to manufacturing equipment with at least the target energy efficiency performance after project completion, and to continuing to make best efforts to improve further the energy efficiency of those products, at its own cost, beyond the project duration;
- That, in line with paragraph 38 of document UNEP/OzL.Pro/ExCom/94/61, the Government committed to upgrading periodically the minimum energy performance standards regulations, labelling programmes and awareness and outreach activities to ensure that the target energy-efficiency levels under the project for the equipment were publicized among different stakeholders; and to taking steps to implement the regulations to ensure that the manufacturing, import and sale of the equipment achieved at least the target energy efficiency performance levels, at the latest three years after the date of completion of the project;
- That the enterprise involved in the project committed to ensuring the necessary counterpart financing to implement the pilot project; and
- That the project would be operationally completed no later than 31 December 2028, and a detailed project report would be submitted to the Executive Committee within six months.
