Decision 98/34

The Executive Committee decided:

1. To note:
   1. The progress report on the implementation of the third tranche of stage II of the HCFC phase-out management plan (HPMP) for Nigeria;
   2. The commitment of the Government of Nigeria to ban, by 1 January 2027, the import and manufacture of HCFC‑based equipment; 
2. To note also:
   1. That two enterprises in air‑conditioning manufacturing, for which conversion to an alternative with low global‑warming potential had been approved, were temporarily using R‑410A to maintain business viability;
   2. That the two enterprises had committed to ceasing the use of R‑410A in air‑conditioning manufacturing by 31 December 2026;
3. To request: 
   1. UNDP to report to the 100th meeting on the status of implementation of the ban on the import of HCFC-22-based equipment;
   2. UNIDO to report to the 99th meeting on the status of use of the interim technology described in subparagraph (b) and the cessation of HCFC-22 use by Somotex Nigeria Limited;
4. To approve the fourth and final tranche of stage II of the HPMP for Nigeria, and the corresponding 2026–2027 tranche implementation plan, in the amount of US $1,610,472, plus agency support costs of US $112,733, for UNDP, on the understanding that US $25,000 of the agreed funding for the fourth tranche would be withheld by the Treasurer until UNDP had informed the Secretariat that the ban on the import and manufacture of HCFC‑22-based equipment was being enforced;
5. To approve, on an exceptional basis, the extension of the implementation period for stage II and stage III of the HPMP to 31 December 2027, on the understanding that no further extensions would be approved; and
6. To request the Government of Nigeria, UNDP, UNIDO and the Government of Italy to submit project completion reports to the second meeting of 2028 for stage II and stage III of the HPMP.
