The Executive Committee decided:
- To approve, in principle, stage I of the Kigali HFC implementation plan (KIP) for Brazil for the period 2026–2032 to reduce HFC consumption by 10 per cent of the country’s baseline by 2029 and 12 per cent by 2032, in the amount of US $28,452,729, consisting of US $20,237,984, plus agency support costs of US $1,416,659, for UNDP, US $3,852,884, plus agency support costs of US $269,702, for UNIDO and US $2,401,351, plus agency support costs of US $274,149, for the Government of the United Kingdom of Great Britain and Northern Ireland;
- To note the commitment of the Government of Brazil to ban:
- The use of HFC‑134a in the manufacturing of domestic refrigeration equipment by 1 January 2030;
- The manufacturing and import of residential air-conditioning equipment containing R-410A by 1 January 2030;
- The manufacturing and import of self-contained commercial refrigeration equipment containing HFCs under a capacity to be determined through the implementation of the light commercial refrigeration project by 1 January 2033;
- To note also:
- That 7,289,768 CO2-equivalent tonnes of HFCs would be deducted from the starting point for sustained aggregate reductions in HFC consumption to be established on the basis of guidance provided by the Executive Committee;
- That an additional 15,266 CO2-equivalent tonnes of HFCs related to the conversion of the remaining products from Refrisat would be deducted from the starting point for sustained aggregate reductions in HFC consumption to be established on the basis of guidance provided by the Executive Committee;
- That upon completion of the end-user projects included in stage I of the KIP, UNDP and UNIDO would submit final reports on the implementation of those projects, including the HFC phase‑out and energy‑efficiency gains achieved, in line with decision 92/36(g);
- That approval of stage I of the KIP did not preclude Brazil from submitting, as early as 2029, a proposal to achieve a reduction in HFCs beyond that addressed in stage I of the KIP;
- That the Government of Brazil would continue to monitor its HFC consumption and analyse the market demand for HFCs, and would provide that analysis for information purposes only, when submitting the second tranche of stage I of the KIP;
- That, on the basis of the analysis mentioned in subparagraph (c)(v) above and additional analysis included in the proposal of stage II of the KIP, and taking into account the reduction targets agreed under the Kigali Amendment as well as country‑specific circumstances, the possibility of achieving more ambitious reduction targets would be considered in the context of the proposal for stage II of the KIP for Brazil;
- To request the Government of Brazil and UNDP to submit, as part of the progress report submitted with the requests for each future tranche, the list of enterprises in the light commercial refrigeration sector assisted by the Multilateral Fund under stage I of the KIP, including their eligibility status, HFC consumption phased out and technologies adopted;
- To approve:
- The Agreement between the Government of Brazil and the Executive Committee for the reduction in consumption of HFCs in accordance with stage I of the KIP, contained in annex LXII to the present report; and
- The first tranche of stage I of the KIP for Brazil, and the corresponding tranche implementation plan, in the amount of US $9,394,158, consisting of US $6,088,040, plus agency support costs of US $426,163, for UNDP, US $1,566,337, plus agency support costs of US $109,644, for UNIDO and US $1,080,607, plus agency support costs of US $123,367, for the Government of the United Kingdom of Great Britain and Northern Ireland.
