Subsequently, the Executive Committee decided:

  1. To approve, in principle, the updated stage I of the Kigali HFC implementation plan (KIP) for Nigeria for the period 2024–2030 to reduce HFC consumption by 16.85 per cent of the country’s baseline by 2029, in the amount of US $12,080,756, consisting of US $8,265,843, plus agency support costs of US $578,609, for UNDP, US $2,151,209, plus agency support costs of US $150,585, for UNIDO, US $327,000, plus agency support costs of US $42,510, for UNEP and US $500,000, plus agency support costs of US $65,000, for the Government of Italy; 
  2. To note that the funding specified in subparagraph (a) above included the funding for the first tranche of stage I of the KIP approved under decision 95/69(e);
  3. To note also the commitment of the Government of Nigeria to implement the following regulatory measures to support the complete phase-out of HFCs in the residential air‑conditioning and domestic refrigeration manufacturing sectors: 
    1. A ban on the import and manufacture of residential air-conditioning equipment based on R-410A upon completion of the conversion projects included in stage I of the KIP, no later than June 2030; 
    2. A ban on the import and manufacture of domestic refrigeration equipment based on HFC-134a upon completion of the conversion projects included in stage I of the KIP, no later than June 2030; 
    3. A ban on the import and manufacture of foams containing HFCs once the conversion project in the foam sector under stage I of the KIP had been completed, no later than 1 January 2028;
  4. To note further that, subsequent to the issuance of document UNEP/OzL.Pro/ExCom/98/43, additional information had been made available whereby it was determined that the enterprise Koolboks was not eligible for funding, and that the enterprise’s consumption would be phased out as part of the domestic refrigeration manufacturing sector plan;
  5. To deduct 4,210,857 CO2-equivalent tonnes of HFCs from the starting point for sustained aggregate reductions in HFC consumption to be established on the basis of guidance provided by the Executive Committee;
  6. To note that, upon completion of the end-user projects included in stage I of the KIP, UNDP and the Government of Italy would submit final reports on the implementation of those projects, including the HFC phase‑out and energy-efficiency gains achieved, in line with decision 92/36(g);
  7. To invite the Government of Nigeria, on an exceptional basis, to submit, by the 100th meeting of the Executive Committee, a proposal to convert any remaining eligible enterprises manufacturing residential air-conditioning units using R-410A and domestic refrigerators using HFC-134a, on the understanding that:
    1. The maximum remaining consumption of R-410A eligible for funding was 132,055 CO2-equivalent tonnes (63.26 metric tonnes); 
    2. The maximum remaining consumption of HFC-134a eligible for funding was 98,985 CO2-equivalent tonnes (69.22 metric tonnes); 
  8. To approve:
    1. The second tranche of updated stage I of the KIP for Nigeria, and the corresponding tranche implementation plan, in the amount of US $2,541,355, consisting of US $909,206, plus agency support costs of US $63,644, for UNDP, US $1,201,874, plus agency support costs of US $84,131, for UNIDO and US $250,000, plus agency support costs of US $32,500, for the Government of Italy; and
    2. The Agreement between the Government of Nigeria and the Executive Committee for the reduction in consumption of HFCs in accordance with the updated stage I of the KIP, contained in annex LXVI to the present report.
