Decision 98/51

Subsequently, the Executive Committee decided:

1. To approve, in principle, stage I of the Kigali HFC implementation plan (KIP) for Thailand for the period 2026–2034 to reduce HFC consumption by 20 per cent of the country’s baseline by 2029 and maintaining consumption at least at that level until 2034, in the amount of US $10,132,270, plus agency support costs of US $709,259, for the World Bank;
2. To note:
   1. The strong commitment of the Government of Thailand to support reductions in HFC consumption in advance of the Montreal Protocol targets;
   2. That the Government would implement a ban, by 1 January 2030, on the manufacture and import of domestic refrigerators using HFCs, stand-alone commercial refrigeration equipment using HFCs, and the manufacture and import of air-conditioning equipment using refrigerants with a global warming potential (GWP) above 700, excluding chillers; 
   3. That 2,830,814 CO2-equivalent tonnes of HFCs would be deducted from the starting point for sustained aggregate reductions in HFC consumption to be established on the basis of guidance provided by the Executive Committee;
   4. That an additional reduction of up to 10,417,599 CO2-equivalent tonnes associated with stockpiled HFCs that had been imported into the country during the baseline years for use in subsequent years would also be deducted from the starting point referred to in subparagraph (b)(iii) above;
   5. That, in line with decision 82/80, an additional 12,555 CO2 equivalent tonnes of HFCs would be deducted from the starting point referred to in subparagraph (b)(iii) above;
   6. That, upon completion of the end-user project included in stage I of the KIP, the World Bank would submit a final report on the implementation of the project, including the HFC phase out and energy efficiency gains achieved, in line with decision 92/36(g);
3. To note also that the Government of Thailand would continue to monitor its HFC consumption to understand local market needs and assess what future HFC demand would be and would provide that analysis when submitting the second tranche of its KIP
4. To approve:
   1. The Agreement between the Government of Thailand and the Executive Committee for the reduction in consumption of HFCs in accordance with stage I of the KIP, contained in annex LXVII to the present report; and
   2. The first tranche of stage I of the KIP for Thailand, and the corresponding tranche implementation plan, in the amount of US $3,121,489, plus agency support costs of US $218,504, for the World Bank.
