179.    Upon a recommendation from the Chief Officer, the Committee authorized the Secretariat to meet with the implementing agencies to prepare, on the basis of the document submitted by the representative of Norway and taking into account the views expressed during the discussion, a paper for the Committee's consideration at its next meeting that would set out on the one hand how the Committee's project review efforts could be streamlined and, on the other, how to deal with policy issues.  In addition, several policy papers should be prepared so that the Committee could see not only the choice of options available to it but also concrete examples of how the Committee could proceed to take policy decisions. There should also be a paper on process alternatives.
