23.     The Executive Committee invited the heads of the three agencies to develop and propose specific agreements with the Executive Committee for its consideration at its second meeting. One member of the Executive Committee offered to prepare in consultation with all the other members documentation which would assist the Executive Committee in its consideration of the specific draft agreements.
