28.     The Executive Committee decided to establish a sub-committee to prepare, prior to its third meeting, proposals for more detailed implementation guidelines and criteria for project selection, including procedures for consideration and approval of proposals with costs up to $500,000, taking into account the drafts contained in documents UNEP/OzL.Pro/ExCom.2/2, 2/3, and 2/4 and any other papers. The implementing agencies would assign members to the sub-committee.
