On the World Ozone Day 2024, the Stimson Center, a Washington, D.C.-based nonprofit, nonpartisan think tank that analyzes issues related to global peace, released a case study examining aspects of the Montreal Protocol that make it successful, and extracts lessons for accountability in the cyber domain.
The case study reviews the history of the Protocol and its unique financial mechanism, the Multilateral Fund, and concludes its success underscoring the importance of developing common goals, incentivizing compliance and measuring outcomes to ensure accountability. The study also draws lessons for how to forge collective action in shared domains, such as the Earth's atmosphere- or cyberspace.
