Decision 95/71

The Executive Committee decided:

1. To approve, in principle, stage I of the Kigali HFC implementation plan (KIP) for Rwanda for the period 2024–2029 to reduce HFC consumption by 25 per cent of the country’s baseline by 2029, in the amount of US $211,310, consisting of US $110,000, plus agency support costs of US $14,300, for UNEP and US $77,000, plus agency support costs of US $10,010, for UNIDO, as reflected in the schedule contained in annex XLVI to the present report;
2. To note the strong commitment of the Government of Rwanda to supporting reductions in HFC consumption in advance of the Montreal Protocol targets;
3. To note also that, if the HFC consumption level for Rwanda for the years 2024 or 2025 was above the Montreal Protocol control limits or the maximum allowable consumption in the future Agreement between the Government of Rwanda and the Executive Committee, on the understanding that the Government of Rwanda would continue to make every effort to meet those control limits, the Secretariat would inform and seek guidance from the Executive Committee on the procedure to follow in light of decision XXXV/16;
4. To approve the first tranche of stage I of the KIP for Rwanda, and the corresponding tranche implementation plan, in the amount of US $85,767, consisting of US $48,400, plus agency support costs of US $6,292, for UNEP and US $27,500, plus agency support costs of US $3,575, for UNIDO; and
5. To request the Government of Rwanda, UNEP, UNIDO and the Secretariat to finalize the draft Agreement between the Government of Rwanda and the Executive Committee for the reduction in consumption of HFCs, including the information contained in the annex referred to in subparagraph (a) above, and to submit it to a future meeting once the KIP Agreement template has been approved by the Executive Committee.
