A senior staff member of the Multilateral Fund Secretariat took part in the Expert Dialogue on Data, Reporting, and Accountability for the Global Plastics Treaty. The University of California, Santa Barbara and the World Economic Forum organized the event.
During the event, he shared experience related to Article 7 of the Montreal Protocol and Country Programme data reporting requirements. He explained that these two reporting streams help evaluate baseline consumption and compliance with the Protocol. They also support the monitoring of Fund-supported projects to assess compliance with funding agreements and track reductions in controlled substances across various sectors. In this way, they help countries understand where action can have the greatest impact, meet their targets and demonstrate project impact.
He noted that the Montreal Protocol offers useful lessons. It succeeded because countries agreed on a shared, science-based list of about 100 ozone-depleting substances and an equitable phase-out timeline. Developed countries followed a shorter phase-out timeline, giving developing countries more time to make the transition. As a result, the ozone layer is expected to recover to pre-1980 levels by around 2075.
He also contributed to the thematic consultations. He clarified reporting, verification and capacity support arrangements under the Multilateral Fund. The organizers will reflect these inputs in the next version of the proposed reporting framework.
