Decision 65/17

After hearing the report of the contact group, the Executive Committee decided:

1. To approve the Compliance Assistance Programme (CAP) budget for 2012 at the amount of US $8,987,000, plus agency support costs of 8 per cent, amounting to US $718,960 for UNEP, as contained in Annex VI to the present report;
2. To request UNEP, in future submissions of the CAP budget:
   1. To continue to provide detailed information on the activities for which the global funds would be used;
   2. To continue to extend the prioritization of funding between CAP budget lines so as to accommodate changing priorities, and to provide details on the reallocations made for its budget following decisions 47/24 and 50/26, on the condition that such reallocations did not result in savings from movement of personnel-related costs to other activity lines;
   3. To continue to report on the current staff post levels and to inform the Executive Committee of any changes thereto, particularly in respect of increased budget allocations; and
   4. To provide a report in the context of UNEP’s role in implementation of HCFC phase-out management plans (HPMPs), clearly delineating expenditures made from the CAP budget and those made from HPMP funds.
