Modalities for the fund disbursement threshold for HPMPs (decision 72/24(a))
The Executive Committee decided:
- To maintain the 20 per cent disbursement threshold in line with decision 72/24(b), noting that it was applied in a flexible manner, taking into account other circumstances with respect to implementation of the project, including the compliance status of the country and aggregated fund disbursement; and
- To request bilateral and implementing agencies, when assisting Article 5 countries to prepare future stages of their HCFC phase-out management plans, to carefully design the schedule of submission of tranches and their completion according to the activities to be implemented in the following one to three years and their associated costs, and to commence all preparatory work, such as legal agreements or memorandums of understanding as required, in advance of the submission of funding tranches.
