Decision 95/18

The Executive Committee decided:

1. To note the progress report on the implementation of stages I and II of the HCFC phase-out management plan (HPMP) for Afghanistan, submitted by UNIDO and contained in document UNEP/OzL.Pro/ExCom/95/20;
2. To note decision 95/2 on the return by UNEP of balances of US $28,453 from the fourth tranche of stage I of the HPMP and US $180,908 from the first tranche of stage II of the HPMP, and to approve the transfer of those funds to UNIDO, along with the corresponding implementation plans for the transferred funds;
3. To approve the transfer from UNEP to UNIDO of the funding of US $239,000, plus agency support costs, approved in principle, associated with the second and third tranches of stage II of the HPMP;
4. To approve also the extension of the implementation period of the fourth tranche of stage I of the HPMP to 31 December 2026 and of the first tranche of stage II of the HPMP to 31 December 2028;
5. To note that the Fund Secretariat had updated the Agreements between Afghanistan and the Executive Committee, as contained in annexes X and XI to the present report, specifically:
   1. For stage I, Appendix 2-A, to reflect the transfer of the funding balance from UNEP to UNIDO referred to in subparagraph (b) above, and paragraph 16, which had been updated to indicate that the revised updated Agreement superseded that reached at the 79th meeting (decision 79/27); and
   2. For stage II, Appendix 2-A, to reflect the transfer of the funding balance from UNEP to UNIDO referred to in subparagraph (b) above, and paragraph 17, which had been added to indicate that the updated Agreement superseded that reached at the 85th meeting (decision 85/24).
